Why is this StartsWith formula giving me a delegation warning?

I'm getting a delegation warning for this formula and I don't understand why.  I thought StartsWith was a delegable function on large datasets.  Any help is appreciated.  

 

ActivityLog is a SharePoint list, thousands of items.  

CrossReference is a multiple line text field in the SharePoint list. 

DataCardValue134 is a text value from a form field.  

 

I have a gallery where I want to display items where the DataCardValue134.Text value starts with the same value in the CrossReference text field.

    Queries on Multiple Lines of Text fields are not Delegable (only Single Lines can use StartsWith)
