I have to ask first please, this is a yes or no question, which every time I answer people do not check that its answered, so I will answer but please.. treat this as the Yes or No you asked for. If you want help making it, please make another post.
1. Yes, you can as long as you either use the Created/Modified columns that are already there, or have your own time tracking data for age (but yes easily done)
2. Yes you can have a trigger for when new Items are created OR modified, so then you can check the Prioritized Segments on the item and do whatever you want
3. What is MI???? I don't know what they is, but you can Schedule a recurring Flow that runs every day, hour, month whatever you want, to do whatever yhou want.
So the answer for all is Yes, based on what you asked and explained.
