Forms to Excel to Manual Outlook Email

Good Afternoon, 

 

I am trying to create a flow that allows me to send a forms link and collect data from staff and have it automatically populate the appropriate columns in excel. Then I can add data to excel based on their responses and manually trigger an email that uses dynamic content for each specific row ( I want to only respond to the row I am working on). 

I figured out importing from Forms to Excel already and that works great. But Every time I create a separate flow using for a selected row as the trigger, the dynamic content is there after I finish the flow but when I run the flow the flow always fails when it gets to the email portion. 

Can anyone point me in the right direction? 

 

I want to be able to run this process over the course of a year or so and only respond to the ones I am currently working on.
