Help understand the limitations of Power Automate Destop.

Hello. Our company is looking to migrate from Automation Anywhere 360 to Power Automate. Please help me understand the limitations of Power Automate Destop. The company has two developers who will be using the platform. Robots will run in parallel on two computers.
1. Need purchase 2 user licenses + 2 unattended licenses?
2. Is there a limit of actions in Power Automate Desktop in one flow?

    That is for power automate cloud, not power automate desktop.
