We are going to build either Canvas app or Power app portal site with DocuSign E-Signature. Is it possible to use DocuSign connector without email in Power apps.

With respect to the Power Apps Portal, you have a role called "Anonymous" where you can allow your anonymous user to sign.
Additional question:
Allowing anonymous users will result in opening up the data to the public? Have you considered Data security?
