Approval started through Power Automate not completing when all responses have been received

Hi there, this is my first time posting here. Nervous and excited!

 

I've got a Flow triggered by "When an Item is Created or Modified" that ends in a Start and Wait for Approval with a Wait for All Responses type.  My goal is to require all members of a Team/group to respond to the approval, and then take action based on the responses.  The flow gets all the way to the creation and distribution of the Approval to the desired team members, but once all of the Responders have responded, the Approval doesn't complete.  It sits at the "Requested" stage even though it shows all Responders as responded:

How do I get this Approval to process as completed once all of the responders have responded?

 

Here are the relevant portions of the Flow:

In various tests, I've used List Group Members from office, and Get Group Members from Azure AD to Append a String Variable, but both result in the same problem:

With either method of Appending the String Variable, the Approval is created and runs correctly. All of the intended responders (the Group members) get the Approval.  But once they've all responded, the Approval doesn't complete.

If I click "Cancel Request" in Approvals, the approval completes, and the Flow proceeds, albeit without any of the response data.

 

Can anyone help?  Let me know if you need any more information.
