Why does the first round of Do Until always run?

Can someone please explain why the first round of Do Until always runs?

For example, I get an email with this:

IMHO this doesn't make sense. Do Until steps should not run.. Or am I lost somewhere?

Thanks in advance for any light on this.

Sure, thank you so much, but still doesn't make sense, does it?

This means I need another condition before the do until?

No, it means you have to change something inside Do Until.
