Test for Empty Result from Get Items not working

I have to be doing something REALLY stupid for the life of me I can't find it.  Can someone please spot my error??

I have a get items after which I am testing to see if the result set was empty with the statement below which looks to be to be correct.

empty(body('Get_Accomplishments_(PA)'))

 

With the "new" way of doing advanced forumulas I am entering that in the left side and testing that it is equal to true.  You can see in the result below that an empty result is indeed returned, yet the check is always evaluating to false.  

 

Why?????  What am I missing?

    I'm kind of new, so maybe I'm oversimplifying it, but could you just look for a 'null' on an index field?  Something like the opposite of this (this user wanted rows with data):

    No, a null test doesn't work but I did FINALLY stumble onto the right combination:

    empty(body('Get_Accomplishments_(PA)')?['value'])

    equals true.

     

    That worked correctly.
