I have a Power Apps solution in my environment. It says the author is "User A" but I would like to be able to change this so that the author is "User B" instead. Can we do this? Thanks in advance !

"User A" can export the app package and then "User B" can import the app package into their environment.
When "User B" imports and then publishes the app, they will be listed as the author of the imported app.
The steps are as follows:
Go to make.powerapps.com.
"User A" should navigate to Apps, find the app, and then click on the "..." (more commands) and select "Export package".
"User B" should then navigate to Apps and select "Import package (preview)" to import the app.
After importing, "User B" should save and publish the app. This should set "User B" as the author.
User B" could open the app, use the "Save As" feature to create a new copy, and then publish it.
This will set "User B" as the author of the new app. However, this won't change the author of the original app;
it will just create a new instance with a different author.
