I'm needing to build in a qr scanner as part of an app which needs to run in a web browser of a laptop, It seems from what I can find online, the barcode scanner is being moved to work only on mobile devices? I've tried using the "web barcode scanner" control but have been unable to get it to capture the qr code and it does not have the onscan function?
Is there a way to scan a qr code from a laptop webcam?

Not with the built-in barcode scanner - it only works (as you have discovered) on mobile apps. It also does not work in the Windows App (if you have tried this) - you get a message that it is not supported in a browser.
