Edited Approval Card "Unable to Reach App"

I have a Power Automate flow that creates an approval from a form response and sends a card to a team's channel for approval. I have added a thumbnail image into the premade approval card of the document the user uploaded into the form and when you click on it the document opens. Now that I have edited the approval card when I try to approve or reject using the buttons on the card in teams, I get the error "Unable to reach app. Please try again." If I replace the edited card with the original generated through power automate, I don't receive the error when I approve in Teams. Any idea why this might be happening?

    @Clarice 

     It seems like the policy settings in Microsoft Teams are preventing the use of Microsoft apps, which are necessary for responding to the Flow Card.

    To resolve this:

    1. Open the Microsoft Teams admin center.
    2. Navigate to Teams apps > Permission policies.
    3. Select the policy you want to modify.
    4. Under Microsoft apps, change the setting to Allow all apps.
    5. Click Save.

    Hi thanks for the reply! Unfortunately, that setting is currently in place already. I know that it is allowed because when I change the card sent to the Adaptive Card that power automate produces as an output of "Create an Approval" the approvals and rejections go through to the app just fine.
