Hello,
is there a way where we can restrict the users to access/create only Canvas based apps. I don't want the users to create the model driven apps or portals. Please help. Thanks.

According to your description, the point is the security roles.
Firstly, please do not use the security role that comes with the system.
Some security roles seem to have the function of displaying portal.
For example: System administrator,Environment maker......
So, If you have a system security role in use, please copy it and use the copied security role.
In this way, portal will not be displayed in apps.
In addition, If you don’t want to display/create/modify model driven, please refer to the settings below:
Just in case, if you don’t want users to do anything on the portal, try the following settings:
Lastly, you could also set "Set up IP address restriction". Here (Resources- > Portal ->Set up IP address restriction )
