Need to know what Power Platform service (power apps, power automate, etc) to use to receive data from a powerapps, generate a PDF and download that very PDF (not to any online service, I need the pdf locally saved and preferably to be able to code the path to save the file - no user option

Please try to use file system connector.
Before creating the connection, please install the gateway in the target machine first.
