I want users to see only the Actions Items - Approvals and approve. But not create a FLOW
Currently, it is not possible to block users from creating Flows and only performing approvals as Flow approvals itself requires user to have a valid MS Flow license (which gives user the rights to create)
There are new DLP features coming which will enable admins to set DLP policies which will effectively block specific users based on DLP policy (this will enable you to block certain users from using any kind of connections in Flow)
Also, please note that there will be a new self service licensing option coming soon, which will provide users to buy licenses on their own.
