File will not open as PDF after email trigger

Hello, this is my first time posting in these threads but I am having an issue with a file not arriving as a PDF during an automation.

 

I have the initial trigger as a form where I submit a PDF file, then a subsequent action that sends this file via an email. When the email arrives, it is no longer in PDF form - how do I fix this?
