Hi,
I am office 365 user and I need to access UiFlows for development purposes.
Is it mandatory me to get licenses for that,
Aren't there any developer licenses for the same?

As UiFlows are a premium feature, you cannot use those along with Power Automate for Office 365 license and you need to get a separate license for the same. More on UiFlows licensing here: https://us.flow.microsoft.com/en-us/pricing/
