Email not getting sent when I have placed a 'Start and wait for an approval' action placed after it

Hello,

 

I have a flow that has a 'Send email V2' that is sent to users, that was working, the email was not explain in detail the approval needed. This was working . . Then i added the a 'Start and wait for an approval' action after the email v2, when I test it the email no longer gets sent, but I do receive the approval email.

 

Is there no way to have both sent?

 

The flow order is in the image below

 

Any advice would be appreciated,
