I have been adding users to my PowerApps environment one at a time.

I create the guest account in Azure AD,

I then add the user to the appropriate security group for the environment

Then in PowerApps I add the user to the BU and set their roles.

This works great for 1 or 2 users, but now I need to do this in bulk.

So I want to Bulk invite the users via AD, but I'd like AD not to send the message to the users until I have completed the PowerApps set up for the users.

Has anyone done this and understand how to get AD to work this way?

No - There is no way to stop the invite until the App set up is complete. You can set the redirect URL to the respective App which the user needs to access upon invitiation acceptance.

Also send a separate mailer that you will notify them once the set up is complete.
