I've had this issue as well. The image will show just fine in Outlook for the web, but show the x in the desktop version. I have found that embedding the image into the e-mail solves this issue. I recently showed how to do this here: Solved: Re: Unable to add images to my 'email with options... - Power Platform Community (microsoft.com)

When inserting a picture into the body of an email using Power Automate, you may encounter issues where Outlook Desktop cannot load the picture while Web Outlook can display it correctly. This problem is often due to the different ways Outlook handles images embedded in the email body. To overcome this issue, you can follow these steps in Power Automate:

    1. Retrieve the SharePoint Picture URL:

      • Use the appropriate SharePoint connector action to retrieve the picture URL from the folder in SharePoint where the image is saved. Ensure that you have the necessary permissions to access the SharePoint site and folder.
    2. Encode the Picture URL:

      • Add a "Compose" action to encode the retrieved picture URL using the "Data Operations - Compose" action.
      • Set the "Inputs" field of the "Compose" action to base64(body('Retrieve_Picture_URL')).
    3. Insert the Picture into the Email Body:

      • In the "Send an email" action, locate the section where you can input the email body.
      • Add an HTML tag that includes the encoded picture URL as the source of the image. For example, <img src="data&colon;image/png;base64,@{outputs('Compose')}" />.
      • Ensure that the image tag is placed within the appropriate HTML structure (e.g., inside a paragraph tag or a table cell).
    4. Save and Test the Flow:

      • Save your Power Automate flow and test it by triggering the flow to send an email to Outlook Desktop.
      • Check if the image is displayed correctly in Outlook Desktop. It should now be able to load the picture from the SharePoint folder.

By encoding the picture URL and using it as a base64 image source, you are bypassing any potential security restrictions that Outlook Desktop might have regarding external image sources. This approach enables the image to be embedded directly within the email body and displayed correctly in Outlook Desktop.

This seems to be to convert the image format into base64 format first, Power Automate, is there any way to convert it on the "stream"

once you will upload the image in the drive, you can convert it to base64.

I don't know what you mean "on the "stream." Are you referring to Microsoft Stream? If so, you're then talking about inserting a video into an e-mail rather than an image. I've never tried it, but if you go to the video you want to add to an e-mail, click on the Share button and it will provide you with the option to generate an embed code with an iframe. So far, I've just put the link to a video in e-mails.
