Setting a Timeout on Send Email with Options

I have a flow that includes a send email with options action inside a Apply to each loop.

I have added a parallel branch to run when the send email with options times out.  As a test I have set the time out to PT1H,

However, 17 hrs in, it has still not timed out. What am I doing wrong?
