Yes, as long as you have Dataverse (as part of specific licenses) you can, they do not require specifically a D365 license. As for BPO's please see further down where I outline the requirements.
You of course can also trigger Power Automate Flows, Create Plugins(custom actions and apis), Embed Canvas Apps (just have to validate license) etc. You just can't us the Reserved Entities that are part of Dynamics. You could recreate custom version of them though, even with the same name.
As for Business Process Flows, I just want to validate if you mean the old BPO's of if you plan to use Power Automate? You can do both, but for associating the records, it would be different.

Here are some specifics for BPOs and record association.
To associate records in Dataverse using a business process flow, you need to create a relationship between the tables that you want to link, and then add the related table as a stage in the business process flow designer. You can also specify the relationship name and the lookup field to use for the association.
