I couldn't find any (advanced) property for row height.Documentation also says it's not available yet.

If you want to change the height of a single row within the Data Table control, I afraid that there is no way to achieve your needs in PowerApps currently.
Currently, there is no official document mentioned about the timeline of this feature. If you would like this feature to be added in PowerApps, please submit an idea to PowerApps Ideas Forum:

As an alternative solution, I think the Gallery control could achieve your needs. You could consider add a Gallery control within your app to list all records from your data source. You could change the Gallery Item Height manually to meet your needs:
