Pop up with navigate

When a button is clicked in PowerApps, if the user cannot navigate to another PowerApps screen, a pop-up should appear. i could not do that

    In Model-driven App or Canvas App?? pls give more details - what do you want in the popup a message with buttons?

    this is canvas app, actually case is obvious The function of the button is to go to another page, there is data on this page. My purpose is to only show a pop-up if the person cannot go to this page.
