In the Items of the Gallery you could apply a filter on the percentComplete field. You can only show items which don't equal percentComplete 100.
Below is an example of that approach.
Filter(Planner.ListTasksV3("vAjAf71yH0yFP9gMa2EqxJgAGaGQ","e6a2892b-9b5d-411e-8e1e-e6a22da63eca").value, percentComplete <> 100)
