Is there a limit on the number of environments you can create?

I think there is no limitation. According to Administer environments in PowerApps, there is not be a limit on the number of environments that you can participate in as a member of the Environment Admin or Environment Maker role.

There is a limit on how many i can create per the article you shared, but there is no limit on many environments i am a member of.
Yes limit of 2 per user account, regardless of license level and user type. This will change in the coming months, but for now we're stuck with 2.
