We had this working using an action called Get rows, but now that one is gone. Now it is Get row and List rows present in a table. Using the List rows action creates 268 items and then it stops. How can I get all 4,000 rows to populate the list?

You can enable pagination/ threshold.
On the Excel action click the 3 dots, now click settings.
Enable pagination and set a threshold value above your expected value. For example 5000
Click done.
