Can you share a screenshot of your flow? It might be that only the data that is visible on the screen is actually loaded at a time, and as such, PAD cannot access the lines that are not visible.
I would suggest using some kind of a navigation to move to the next 20 lines and extracting them. You could use Create data table action to create a table, then use a Loop to keep looping until you hit the last row, extract the values of 20 rows at a time, and append them to the data table you created.
