How many apps are needed for Registration CheckIn?

Hi,
 
I'm currently building a registration check-in app. I will have one screen that will be for the guest to walk up to a tablet, search for their name and check in. The other screen will be for the admin users (on a computer) to see everyone who has checked in and also can manually check someone in (Gallery view). Should I have 2 separate apps? One for the guests to check in and another app for the admin users?

    Id create one app and use roles to hide the admin screen from the guests. 
     
    Cheaper and easier to keep one app updated. 
     
    Just create it responsive to screen size and build the tablet/phone size first.
