Here, I am sending invoice attachment to Whatsapp using Twilio or tyntec API. But have problem that how to get contact details from URL of D365.

Can you share some screenshots of your current setup.
I would say it should be possible if you have some basic information/context of the Invoice (I assume it is a Sales Invoice and not a Supplier Invoice btw?) in the current setup.
Via a Lists items present in table action you can query entities like SalesInvoiceHeadersV2, CustomersV3, ContactPersons to find the details related to your Invoice.

What is in the outputs of your When a Business event occurs action? Can you share a screenshot or some details about that action. Obfuscate sensitive information were needed, btw.
Typically in a Business event you should be able to get some details which can useful to lookup additional information from related entities with other actions from the Fin & Ops Apps connector.
