    For the moment try using the base url for your SharePoint online root site collection in both fields and login as an admin.  That works for me.  For example, I used https://acmee3.sharepoint.com for both the Base URL and the URI.

     

    If that fails then I think its a security permissions issue with your account permissions in Azure AD.
