404 error for skill manifest URL

Hello, I'm using the template echo skill bot from this link: https://github.com/microsoft/BotBuilder-Samples/tree/main/samples/python/80.skills-simple-bot-to-bot/echo-skill-bot

 

I've deployed to Azure and the manifest is in the folder wwwroot/manifest/, but when I visit the URL at https://echoskillbotwebapp.azurewebsites.net/manifest/echoskillbot-manifest-1.0.json I get a 404 error. I've set the homepage of the app to the same URL, any ideas why I'm getting this error?
