I created a canvas PowerApp and published it. From my computer I can run it from the browser and when I go to the PowerApps Admin center I can see the app there and also run it from there fine. I downloaded the iPhone PowerApps app and logged in with the same work account I used to created the PowerApp but it isn't there for me to run. If I try to run it from the Web link on my iPhone I get an error message that says the application could not be found in the tenant. This is all done with a government account.
What am I doing wrong? Does the iPhone PowerApps app not work with government accounts? Any help is appreciated.

Yes, from the "Sample Apps" menu item I can see all the sample apps. From the "All Apps" menu item it just says "You don't have any apps yet".
Please check if you are in the same environment. Also republish and restart the phone.
There is only one environment in the PowerApps admin center. I don't see how to check or change the environment in the iPhone app.
