Is there a way I can set up a power automate to look at a list in sharepoint and alert me if something with the same item number isn't updated as an attachment in Sharepoint document?
Either that or from a list in excel?
for example a list of invoice numbers, then there should be two attachments loaded in to sharepoint folder with the same title as the item in excel / lists, if there isn't two attachments uploaded an alert is sent.

It will be a little clunky but you should be able to get items from the sharepoint list, then get attachments assuming your attachments are attached to the list. If they are not "attachments" you'll have to do Get files (properties only) and then after both steps you'll apply to each attachment and compare the name value to the sharepoint list value. If they match increment a variable by 1 otherwise nothing. then outside that loop you'll have a condition action testing if the variable is >=2 if yes do nothing if no send alert email. Then set your variable back to zero so the next sharepoint list item can be evaluated correctly
