We have disabeled the data gateway in the power platform for some users to pevent them from instaling it. When a restricted user tries to access it she/he gets a standard error message: "Installation Failed. Your organization has restrictions on who can install the gateway. Please contact..." This is a standard message however we would like to customize it. Can someone tell me if this is possible?

Governance messages can be customized using PowerShell: https://learn.microsoft.com/en-us/power-platform/admin/powerapps-powershell#governance-error-message-content-commands
The message you are seeing when trying to install an on-premises data gateway in Enterprise mode as an unauthorized user is not explicitly listed as being affected by the PowerShell script, but since the feature is in Preview you might still try this.
