I would like to use the Business Card reader feature in one app that is going to be used by everyone in the company, but I don't understand if I need a license for each user or only for the account building the app. How does it work if the app has to be used by 500 users? Does the company has to buy 500 licenses?

To work with AI builder feature, all tenants just need Power Apps, Power Automate, or Dynamics 365 license. You (administrator) need to purchase AI Builder capacity add-on license, and assign the purchased add-ons to each environment.(the usage of AI builder is limited to environments where the administrator allocates AI capacity).

So you just need to purchase the appropriate number of AI Builder capacity add-on units based on anticipated usage across all scenarios. Each unit of “AI Builder capacity add-on” includes 1 million service credits per month. Service credits are pooled across the tenant.(limited to environment). Then assign the service credits to each environment, once the AI builder works in the app by tenants, the service credits of corresponding environment will be consumed.
