Only Office 365 admin will have the permissions to cancel the subscriptions,
From portal.office.com navigate to Admin center --> Click on billing --> Under billing you will find option Your Products --> Click on that to see licenses available in the tenant.
You can click on the license name and it will open a page where you can see option to cancel the subscription. If you have a paid subscription I suggest you to connect with your sales team before doing that.
