I am creating a HR form on PowerApps and using the scrolling canavas. I am struggling with the scrolling properties like if some field are in second tab, during scrolling it moves to the first section. How to fix that?

Could you please share a bit more about the issue that you mentioned?
Could you please share a screenshot about the issue within your scrolling canvas app?
Based on the issue that you mentioned, I have made a test on my side, and don't have the issue that you mentioned. Please consider take a try to turn off the "Improved app rendering (final validation)" option within Advanced settings of App settings of your app, then re-load your app, check if the issue is solved.
Also please consider re-create a Scrolling canvas app using the Scrollable screen, then check if the issue still exists. In addition, you could also consider create your HR form using the Edit form control directly within your app.
