Power Platform Admin Center - Capacity Add Ons Missing

I am trying to manage capacity add ons  and assign a Power App per App plan to an environment.

 

When I load Power Platform Admin Center -> Resources -> Capacity, I am unable to see or manage Capacity Add Ons as shown in this Doc: https://docs.microsoft.com/en-us/power-platform/admin/capacity-add-on

 

(Please see screenshot below - highlighted area normally a Add-Ons Tab and cannot see it if I scroll down the page either) 

 

Any ideas why the Add-Ons section is missing?

    The Add-On section will only appear if you have add-ons attached to that Office / Microsoft 365 Organization so look at https://admin.microsoft.com/Adminportal/Home?source=applauncher#/subscriptions

     

    For organizations that have the "Power Apps per app plan" listed there I can see the Add-on option, for organizations that don't have any "Power Apps per app plan" listed I don't see the option.
