Create Dynamic Controls in PowerApps

Hello,

 

Is it possible to create controls(button, label) dynamically based on a SP list or dataverse table or any other data source? I am looking to create a component with dynamic tabs so that it can be reused in multiple forms. I am looking for alternatives because "TabList" is not showing up for me when I try to insert controls in a form and there is not option to enable modern controls in settings. Please help.
