I would like to schedule an automation for 9am every day to download a list as a .csv file, and then email out that file to an inputted email.

You can run a Scheduled flow that runs during that time
Use Get Items to query the list. Save them as CSV using the action below and email it to recipients.
Please note there is an upper limit to the rows you can fetch using the Get items action, so you a filter.
