Teams: Adding Canvas App To Teams Works, But Adding Model-Driven App Fails?

In Microsoft Teams, I'm able to add a Canvas app as a "tab" to a Channel, but adding a Model-Driven app fails. The Environment type (where the Power Apps are created) is "Sandbox".

When adding a model-driven app, I get the error shown in the attachment here.

The Upload a custom app only appears if your Teams administrator has created a custom app policy and turned on Allow uploading of custom apps.

From make.powerapps, the "Add to Teams" option does not appear. It only appears for Canvas apps.

I was told by our admin many months back, though, that we should not use "Add to Teams" from make.powerapps, but instead, add the app as a tab to a channel in teams. Canvas apps work, but model-driven apps do not.

I would contact Admin. It's look your company policy is set up to not enable Model Driven apps to be added automatically
