I just have some clarification regarding the power apps "per app" plan license.
If the developer has the "per app" license and already developed 1 app, the developer wants now to share/use the app with the entire organization at least 300 users will consume the created app, what license should the users have? should it be also the "per app" license?
The licencing the users will need to have depends on the connectors/features used within the app, and not necessarily the licencing of the person who makes the app. So, if the app contains a premium connector, then all users will need a premium licence (30-day trial, per app, or per user licence) to open the app. Note, Power Automate flows with premium connections that are triggered by the app can also require premium licencing.
The least costly route is the per-app licence (after trial licences have expired), unless you have several premium apps. There is also a subscription model based on monthly use that can be linked to your Azure subscription, which is another alternative for infrequently-used apps.
