If the app will submit data to SharePoint List and Excel Spreadsheet on OneDrive, the all the shared users should have the "edit access" to both data source, correct?

Yes, if the shared user want to submit data to your Data Source, shared user should have the “Edit access” to Data Source. For example, if the shared user’s permission to Data Source was set to “View only”, then the shared user would not be able to submit data to your Data Source.

One more question, the users say it's really slow when openning the app and submitting data.
Do you think it is related to the datasource, or more rely on their cell phone?
