I requested my license on August 1st and still don't have it. I cannot continue the tutorial without it. Can anyone tell me how long it usually takes and is there someone I can reach out to for me to see when it will be approved?

Requesting licenses proactively is a recent feature. This, in turn, will notify your Admin in the M365 Admin Center. It could be that your organisation has their own license request process and the admin is thus not actively following up the native request functionality. I would suggest reaching out to your IT department or your IT admin.
Please know that you can start learning and trying out premium features via the Power Apps Developer plan.
