I have two doubts on this subject:
1. How can I give a user permission to enter a specific application?2. Or, on the contrary, block the application for certain specific users?

Permission to run a specific application depends on whether you have shared it with them or not. If you haven't shared it then they won't see it and won't be able to run it. If you have shared it then they will be able to run it. They will also need permission to access whatever data source you are using to run the application.
The only way to block a specific application is to not share it with them.

They should not be able to access your app unless its shared with them. someone with administrator access may be an exception. But a general App Maker should only have access to apps they create and apps that are shared with them.
