I am currently building some apps (Based in the UK if that makes a difference) and I have not had any errors or issues. Try some usual trouble shooting and see if you can get it to work e.g. turn Wifi off and on again, Try it in Incognito Mode, wait and try again after 5 mins?. Also I checked the support page:https://powerapps.microsoft.com/en-gb/support/
and at this current moment it says that there are no known issues.
I have seen this before on rare occasion and I just take a break and refresh later and it works. 🙂
