I am guessing it is because you are in a timezone of UTC-4 and an erroneous conversion is occurring. What is the exact formula your DataCard is using to show the datetime?

It is just referencing the column like ThisItem.Headshot (which is the column in Excel)

Able to get time using Text(ThisITem.Headshot,DateTimeFormat.UTC) but it displays now like this

    2017-07-22T09:20:00.000Z

If i use DateTimeFormatValue then it changes back to 5:20

How to format this after using UTC

I would check the column type in Excel, closely. (Not the format of the column, but its actual type). Excel saves date/times without any timezone info, so when PA reads them it always assumes they are local time.

For some reason this is not happening for you.

Are you using embedded-Excel, or are you reading it using the Excel connector (eg from OneDrive)?

The column type is date formatted as date and time, i am reading the file from OneDrive

If you embed the xls I am sure it would work, but I am assuming the OneDrive connector has no idea what timezone you are in so returns it as UTC. You'll need to adjust it using DateAdd / TimeZoneOffset functions to convert it to local time.
