Create Dropdown from specific data in collection

I have been trying to figure out how to create a dropdown from data in a collection. In specific, a dropdown with only shows the values that are not equal to "OK". I have also tried to pull from the last record in SQL, but no luck. The collection I am working with looks like this: Battery Tyres Lights OK Flat Broken I would like the dropdown to return "Flat" and "Broken". If anyone has some advice on how I could do this, it would save my remaining hair.

    Can you clarify the structure of your collection?
    In terms of this- "Battery Tyres Lights OK Flat Broken"
    .. what are the column headers, and what are the row level items?
