Hello, I have a list that has multiple steps, and I'd like them to be sent for approval only once all the steps have been modified. Rather than each step having to be approved (that would be too many emails). For example, I want the approval to send only once rows 1-6 have been modified. Thanks!

There is an option to setup trigger conditions in Power Automate, to control when the Power Automate flow should trigger. You can make use of these conditions and stop the flow from triggering until the specific conditions are met.
To add a trigger condition --> Click on the (...) three ellipses on the trigger action and go to settings --> In the settings the last option would be the trigger condition.
Add the conditions here and if you want to access the information coming in from Sharepoint you can specify the expression triggerOutputs()?['body/value']
