I've tried to set a variable where I need the character % by using \% but it seems not to work in PAD (Syntax error)
Example: 50\%
I've tested the same in WinAutomation and there it works fine
Is there anything else in PAD?

Occasionally, the percentage sign should be used as a simple character, instead of denoting a calculation. In those cases, it should be escaped using another percentage character (%%).

It still seems to be an issue when you have a % in an URL
When using %% in an URL it adds quotation "%" which result in unexpected character
My guess would be that some characters of your url are URL encoded.
Can you show the whole URL value?
If that's the case I would just try to decode it with for instance a replace text action.
I've tried to decode it but it doesn't work. You can test and create a Flow with a Request for example, even after decoding %2F to / I still get the error when calling "Invoke Web service" action. It works fine decoded in Postman
I found a work around! Just shorten the url link through places like https://www.shorturl.at
